Focus sites demonstrate leadership and experimentation through implementation of best practices and regular collaboration in their courts. Sites will focus on data measures relevant to child deprivation cases.

Deprivation and TPR appeals timeframes will be reduced from a median of 8 months to a median of 6 months or lesser by the end of 2007.

Will explore the judicial role of preventing unnecessary removal, particularly focused on infants and toddlers.
